【Guide for Users】
Application for Registration
Users who want to join this service should carefully read the following Users Agreement and Conditions before using this website, RAS, and register first. Registration is free of charge. After simple examinations, your registration would be confirmed, and then your User ID and password will be issued, which should be managed carefully. RAS is not liable for any loss of money, goodwill, reputation, any special, indirect, or consequential damages arising out of your accidental leaking of User ID or password.
Users should consist of workers in the field of equipment, machinery and spare parts of Semiconductor, Liquid Crystal, Electric Productions and other peripherals. As a general rule, brokers whose purpose is resale cannot be registered as members of this website.
Procedures
| You will start using RAS with your User ID and password issued in the registration every time when you login. | |

| ・ | You will offer/request/register your desired service. After sending your offer/request, you will receive a automatic confirmation e-mail by RAS. |
| ・ | You may make several offers/requests in one session. |
| ・ | You may make corrections, modifications, and revisions to the contents of your offers/ requests any time. |
| ・ | Services that meet your offers/requests would be notified by an e-mail to either the registered user or the person who sent the offers/requests to RAS. |
【Users Agreement】
Provisions
This Users Agreement is designated to provide rules for all users of RAS, operated by Quality Tech Co., Ltd. (QT). To use this website, registered users will need to accept the User Agreement below. Registered users are deemed to have agreed to the following terms.
Revisions
QT may revise or withdraw the Content of RAS, in whole or in part, at any time without notice. QT may at any time revise these Website Terms of Use by updating this posting. By using this site, you agree to be bound by any such revisions.
Article 1: Participation and Registration
| 1． | Please make sure that you have read and agreed to all the condition and terms, before you register by filling in the member’s registration form. After simple examination, QT will send you notification e-mail within 3 days. |
| 2． | Disapproval Customer who corresponds to the following case may not be accepted. (1)If the applicant does not really existed. (2)If there were mesentery, false or omission on statement. (3)If QT concluded that the applicant is not appropriate to be our member. |
| 3． | Resignation User may resign from membership by following prescribed procedures. However, user who is receiving the service cannot resign until we approve it. |
Article 2 Privacy Policy
QT will only use registered member’s information for RAS system and will not misappropriate, leak, and release member’s information. We strictly observe our privacy policy and obligation to comply with the law.
Article 3 Price
Price will be indicated in US Dollar. We will apply the exchange rate of the day when the offer accepted and the service is offered.
Article 4 Price Condition
The expenses besides the services need to be consulted by both parties.
Article 5 Payment Method
Payment method should be decided after the discussion between seller and buyer. It depends on content of service.
Article 6 Arrears, Cancellation Charge
| Arrears: | If member failed to make a payment on time, after signing the agreement, 25% at a year of interest will be added on service fee. |
| Cancellation: | Basically, cancellation without appropriate reason is not accepted, unless the content of service was obviously different. However, QT can accept your retraction if you pay certain amount of cancellation charge. |
Article 7 Prohibition
| 1． | Following acts are strictly prohibited. | |
| (1) | To input false information or to use other person’s name when resistration. | |
| (2) | To cause troubles and disadvantages to other users or third party. | |
| (3) | To send harmful computer virus, programme or data to RAS system, to falsificate data, and link this site to other sites. | |
| (4) | To adapt, to reform, to edit including to transfer, to distribute, to sublet, to copy, to sell, to issue, to fax the information that you acquired via our RAS system. | |
| (5) | To provide or to take an advantage of the information that you acquired through our service. | |
| (6) | To be prejudicial to public morals. | |
| (7) | To infringe our trust, copy right, intellectual property right. | |
| 2． | User who participate that states on preceding clause and caused damage to third party or other user will be compensated the loss or damage without exception. QT might claim the damage, according to circumstances. | |
Article 8 User’s Disqualification and Suspension
| If QT found out the user’s corporation correspond to even one of following clause, QT will suspend or withdraw user’s qualification without notice. Period of suspension will be decided by QT’s own decision. | ||
| (1) | If the user violated the condition and terms. | |
| (2) | If the user lost qualifications to be a member. | |
| (3) | If the user stopped making payment or issued a bad draft even once. | |
| (4) | If corporation’s property is being attached, provisional attached, put up to auction, being penalized due to tax arrears or penalized by the public authority. Or when the corporation filed for bankruptcy. | |
| (5) | If the user’s corporation is imposed to withdraw from Semiconductor manufacturing business, dissolve, and suspend by the government. | |
| (6) | If the user’s corporation’s capital, trust or management is deteriorated, or QT judged that they are tending to be. | |
Article 9 Suspension of Service
| Even one of following events happen, QT will temporarily suspend a part of the services or all of them on RAS website without notification to each user. | ||
| (1) | When an error or problems occurred in RAS system. | |
| (2) | When an urgent maintenance is necessary to RAS system. | |
| (3) | When it is difficult to operate RAS system due to fire, power cut, and natural disaster. | |
| (4) | When it is impossible to operate due to war, a riot, disturbance, commotion, labor dispute raised. | |
| (5) | When QT recognized the necessity to suspend. | |
| QT is not responsible for user’s or third party’s loss or damage due to the suspension of RAS system. | ||
Article 10 Law Observance
All these terms and conditions shall be governed by laws of Japan. Any disputes raise between QT and the user must be resolved by a district court in Tokyo, Japan.
